Not clear on your point
the important point is power density.... 20 watts spred over a 50 cm diameter will stun, but that is all and we have a 3 tiered sfety system to prevent ilumination of planes.... I have worked with lasers that can kill people and I feel our laser safety is WAY beyond what is called for... It seems to be designed with the assumption a maniac will sabotage it......
I run the laser and I would be hard pressed to come up with a way to create a disaster... we coordinate with the FAA and norad before each laser run....
