That's the Proteus

The Proteus was designed to perform multiple missions. When it first flew a few years ago, one of the missions was to be his mothership for the X-Prize. It can also serve as a flying communications repeater (think of it as a flying cell phone tower) to cover about a 300 mile radius from over 50,000 feet. It can fly manned or unmanned, and they recently did some tests with NASA on a collision-warning radar system for it. Other possible Proteus missions include commercial imaging (poor man's U-2) and atmospheric research.
