Please someone tell me this is a joke or a typo:

"Rutan guesses certification would cost $100-300 million"

Especially since:

"A rough estimate by Aviation Week & Space Technology is that the program will cost $20-30 million".

This seems totally retarded, like the FDA's incredibly expensive drug approval process. Can't Rutan just move to Mexico or somewhere and avoid all this gold-plated red tape? Why does anyone do anything in the US anymore?
