Didn't the FAA block Beal in Guiana?
Operating from Mexico has its appeal in terms of reducing the risk of liability, but security issues could pose a problem. The FAA's AST apparently frowned upon Andrew Beal's attempts to get licensed to launch out of French Guyanna or wherever he had purchased land down there. They deny eating out of Boeing's Sea Launch hand though...
