Wouldn't the Caribbean Islands be at risk, though? At least when launched from Florida, if things break up during a "challenged" flight, parts rain over the Atlantic instead of over Islands. But perhaps there's enough space between the Caribbean Islands to make launching from the Yucatan Peninsula (which contains Cancun and the famous ancient pyramids) sufficiently safe?
