So I guess it would depend on who holds more clout in the grand conspiracy: The chemical companies who refine petroleum into other products or the companies that pump, refine, and sell the petroleum.

The two industries are often wrongly treated as one "petro-chemical industry" when in reality thet are arbitraged against one another.
