An unmanned rocket would be alot cheaper than an manned rocket, and that should be all that is required to loft the multi-million tonnes of infrastructure into space for a real manned space program, IF it were really cheap.
But cheap unmanned rockets are not being used that way. Kinda confusing if you think about it.
