So, in their PC brilliance our elected representatives deliberately exclude trained professionals like your brother-in-law, yet freely admit millions of immigrants without skills seeking welfare. Just wonderful.

FYI folks it was Ted Kennedy, MA, who spearheaded these new immigration rules in the 80s.
