There are places and way in which to avoid the heat and chemicals, but a good napalm spread will deplete oxygen pretty thoroughly.

One of the really nifty things to do in combat, however, is to hit, hit hard, and hit constant. If you can'r kill him, you can take up a lot of his time. Keep him on the move, and keep him tired. Knock out his supply routes, and just pound him into the earth. after a few months, do a little foot-probe into the region and see what jumps. If the bad guys are still popping at you, heat him back up.

It's already becoming a contained battlefield, as there aren't nearly as many countries to hide in as there were just a week ago.
