There are terrorists in many countries....
but the essential question is which governments are knowingly harboring or supporting them? For example, terrorists have been very active in Egypt for the past few years but they're working against the government, not for it. That being the case, it isn't reasonable to claim that Egypt is harboring terrorists. The key targets are the terrorists themselves and those governments that knowingly harbor and/or support them.
