Possibly the most effective way to cut government costs would be to supply free contraception. I don't know what it costs for a free delivery in a hospital, food stamps, school, problems with law enforcement, more food stamps, then a couple of kids of their own, etc. and so on, but it has to be lots.
Some people are so into punishment and vindictiveness they can't see how they are cutting off their noses to spite their faces.
