One way I can rationalize this apparent faux pass is to speculate that perhaps authorities know that the terrorists (sorry about that pejorative) knew they knew already. Thus, authorities are possibly attempting to sow further concern and force changes of existing plans to forestall previously planned attacks. If the terrorists don't know which operations were compromised, they need to act as if all were compromised and change all plans.
