Guess who's kids wouldn't be allowed to wear that...

...tee shirt to school?

If you said "Mine", you got it in one.

Zero T is one of those things that come from both ends of the political spectrum, because you have all sorts of hot-button items targetted. Drugs, guns, controversial public speech, and so on. The schools, which really do have enough to do, don't even want to begin to start to have to referee any of this stuff, and we all know that parents will use their children to argue with each other by remote control. So the result is Zero T. No negotiations, no special circumstances, no degrees of blame, fault, guilt or innocence. Control is the watchword.

That's where school uniforms are coming from too, by the way. Speaking as a girl who wore them for 12 years. But that was a Catholic school, and part of the package. The choice was ultimately mine.

Eliminate all the individual conditions and you are left with a simple administrative decision. You also eliminate individuals, but never mind, never mind.
