It has been painfully obvious for years to even the meanest intelligence that the Arabs have been keeping the Palestinians exactly where they want them--in decades-old "refugee camps" to use as political cannon-fodder against Israel. Literal cannon-fodder in the case of the suicide bombers.
Under any normal circumstances, the Palestinians who left Israeli territory back in the '40s would have been quietly assimilated into any of several Mideastern nations--including Israel--a generation ago.
As I mentioned earlier, I don't see any Arab prince falling all over himself to carve a Palestinian state out of his own precious territory.
