Domestic or not, the fact remains that according to the most reliable sources, it takes a large facility to create the type of anthrax spores that can be used in this way.

Domestic or not, someone is giving the stuff to these guys to use, or they are getting it somewhere. How does a Timothy McVeigh or Unabomber type of looney connect up with a source of this stuff?

Seems more likely that this is part of the Mideast terrorist attack, but then we are left with the fact that all these attacks seem so half-assed in the delivery method.

A theory:

Let's say some years back the Mideastern terrorist organizations infiltrating this country got hold of a bunch of anthrax spores in Iraq or elsewhere (great shelf life.) A small portion was distributed some time ago to a bunch of different sleepers in this country, unconnected with each other, with some suggestions on delivery methods and instructions to play it by ear when the balloon went up and terrorist communications were shut down. Perhaps the bin Laden TV speech was a signal to start.

We are probably looking at the attempts by several fragments of unconnected cells in this country trying to carry out a vague attack on targets of their own choosing, using somewhat amateurish delivery methods. The choice of targets seems to be somewhat random, with no particular political aim.
