I'm not worried about it because the president and joint chiefs would never approve such a move.

We've been trying to convince the world that biowarfare is an atrocity, for many years now. Also, we are signatory to at least one treaty on the subject. I think (and hope) that Bush is coming to realize that he can't just ignore treaties because he doesn't like them.
