I woudl suggest Anthrax because it si not spread person to person.

I suggest we use it on the mountain stronghold the taliban is using north of Kabul.

Wait till winter and then fire one missile containing anthrax into each known entrance, then fire another to close up the cave entrance. (the draft from the collapsing entrance will spread it around all their cave hidy holes/tunnels).

Civilian loss: nill, what woudl the civilians be doing in these caves?!
Justifiable?: yes, it was used on us.
effective: you bet!

Something like small pox is simply insane to unleash. there is no control over its spread. There no question of civilian deaths, that goes without saying, plus theres the very real fact that it would spread all over the world, including here.
