I am thinking that the energy crisis is the reason for the attacks, that perhaps the Bush administration has been twisting some arms overseas. At the same time they were expecting some reciprocity so they were pursuing missile defence.
Bush & Cheney were anticipating 60% growth of energy consumption over the next 20 years - a ludicrous amount. At the same time they were rejecting the Kyoto Treaty, and instead building missile defence contrary to the ABM Treaty.
They had a growth agenda. Huge growth. And I think this is part of the big picture.
