My only restriction might be to require frangible ammo to prevent damage to the plane. A considerate airline company would provide such ammo at the gate for a variety of weapons, and would check your own clips into an onboard safe until you got to your destination.
Public safety is directly proportional to the number of honest citizens packing heat.
