Another possibility: because Bush has pissed off the far right wing of his party and needs to throw them a bone.

War or no war, politics is still politics.

If there were a law against blackballing people, the Rotary would be an underground organization. If Brame were eliminated because of the church he attends, that would be illegal. He also belongs to political organizations that support an extreme religious intrusion into civil life. That's fair game.
