It's no different than when the White House refused to hand over documentation on Hillary's health care task force back in 1993.
Previous SC rulings have stated that the Executive Branch needs to be able to solicit advice without harassment from Congress. This is the heart of Executive Priviledge. The GAO is the accounting arm of the Congress. From what I've read, Congress has not requested this info but rather an individual member of the GAO board, who just happens to be a Clinton appointee. This doesn't pass the smell test. Caving in to the demands of one appointee at the GAO would set a terrible precedent. From what I've read, the Bush Administration has said they'd cooperate with the appropriate Congressional committees that have jurisdiction over the subject areas but they're drawing the line, correctly IMO, on the GAO.

Cheney's refusal is based on the Constitutional separation of powers
