I did. Two different methods. If you don't like the way I did it, try the Constitutions of any country in the world, the by-laws of any corporation, the documents of any organized religion.

I'm not saying those are all good, or bad, I'm just saying that they have solved that problem for themselves.

Now go away with the "who decides" nonsense. It sounds good, and has been solved.
