I don't think it is a violation.
It must be pased to shut up the idiots.
If Pres. Bush vetoes, it, they will continue pretending that their idea is valid.
It needs to be passed and struck down, so that the political industry of foisting this pos law against the American people can be seen in court for the blatantly unconstitutional crap it is.
Then perhaps real reform can occur, starting with assuring the American people that lawful citizens are in fact the only people voting.
Then perhaps actually enforcing the election laws on the books that clinton/gore so happily violated like crazy for 8 years.
