"Arguably the biggest expression of terrorism was the US firebombing of Tokyo, Kobe, Dresden and Hamburg in WWII. Done at a time when the wars were won, they were directed against civilian populations. The Tokyo raid along killed 250,000 people. That was done by a democracy."
It appears you're confusing brutality with terrorism. Anything the US and the other Allies did to break the will of Germans and Japanese to sustain the war effort, in an epic global conflict which claimed 50,000,000+ lives and replaced fascist totalitarianism with democracy in numerous countries and planted the seed of independance in many other European colonies, could not possibly be described as terrorism, no matter how brutal.
In the light of the Nazi Final Solution which claimed 6,000,000 Jews, the Stalinist and Maoist tyrannies which claimed ten of millions, and other notable 20th century acts of genocide, it seems both amazing and bizarre that one could claim American firebombings of the enemy cities of agressor fascist states, however brutal they may have been, as the "biggest expression of terrorism". Frankly, it's ludricrous.
