As for Publius's comment regarding the Mariel passengers, yes, there were convicts and some mentally disturbed folks (some got that way from living under Castro's Cuba)... there was also a large number of intelligent and very caring, family oriented people aboard as well. Some had been waiting for such an opportunity since they were cut off from the airflight lists.
