I think I know this guy!
Is this the same Jose Stevenson who looks like Mr Clean, except he's black? And he doesn't speak Spanish? (He sounds Caribbean).
He used to run a place called "Jose's Cuban Affair", also in Palo Alto, and I ate there once, around 1990 or so. The food was very well prepared, and it was delicious, but it was not Cuban.
It's like Jose was a competent chef but only had the recipes, had never eaten the original! Anyway, the menu for this place looks legit.
My favorite place in San Jose was called the Cuban International Restaurant. It was authentic, and first rate, but it was a mom and pop operation, and a long time ago, and unless their kids have taken it over, I doubt its still open.
