Re: Again.

<What's the goal for the "preemptive strike" policy?

This is indeed a good question, and one that needs to be addressed.

Are all WMD going to be used against the US? Even by our enemies? Did the USSR? Has China? Do some people, like Israel, have WMD to ensure that they will survive, not for offensive purposes?

Not the same thing at all. Russia has never actually attacked us, nukes or no nukes, nor have China, Israel, or for that matter, India and Pakistan.

The people we are concerned about have a proven record of using weapons of mass destruction against the United States in attacks on civilians. The WTC attack was one such, and I have never run into a single person who did not think that if Al Quaeda had had a nuke at that time and a method to deliver it, that they would have used it without hesitation.

Do you think the nukes these countries have can be "hit"? Or might they be stored where they either can't be found, or struck?

And then what happens? If you miss getting all WMD in a preemptive strike? Is it not fair for that country to strike back with anything and everything they have hidden? Forever? I mean, if you don't declare war you can't declare peace. Will the remaining weapons be smuggled into the country and detonated? Why not?

These are among the questions that must be addressed under "policy," as you mentioned earlier. I think that they can be successfully addressed on a case-by-case basis.
