It could go either way. The timing was right to implicate al-Quai'da and Taliban sources, also as an Iraqi backup attack to support bin Laden & Co.
Coincidence, however, could make it irrelevant to the world Trade Center and Pentagon attacks, leading to the lone-lamprey (I think blood-sucking parasites are better comparisons than packless wolves) theory.
Lacking a release of current investigation data, and owing to a complete revamp of FBI/CIA procedures in support of Homeland Security -- there's really not a whole lot to debate here.
