What if:
* the average voter actually knew what was happening with his tax-dollars?
* there was a human resources department in government that could actually sort through applications according to qualification and ability?
* people who were qualified to perform a particular task and/or function in government were actually assigned these tasks and/or functions?
* the government was required to hire a different, unbiased accounting firm(s) each year to review its books (all of them, every single agency and department) over the previous decade -- regardless of crossing administrations?
As far as I'm concerned, such a requirement could even start fresh, with amnesty toward previous (that would be current) offenders, but fry any and all miscarriages in the future.
What if:
* politicians really, truly cared?
* the people really, truly cared?
