they perpetrated a fraud.

They claim to have corrected means by which the fraud was perpetrated.

And there are people who still say there wasn't a fraud.

How would one reason it didn't happen?

If OBL were accused of murder, admitted to perpetrating a murder, and said he wouldn't murder any more, these same people would laugh at any claim he wasn't a murderer.

No sense wasting time on those minds.
