The change is the response to squeaky wheels, and nothing more. The changes in effect (actually bringing Florida into the electronics age) were well overdue, but simplifying a system (or complicating it, as Floridians will now have to learn what all those flashing LEDs in the booth mean) admits nothing regarding its past usage -- any more than adding an on/off switch to the passenger-side airbag admits fault from car manufacturers. Errors occur, and always will. Errors, however, do not necessarily = culpability.
