We could see a potential threat, and we could even define it. But it is a stretch to then say that we should have been able to defend against it.
For example, we have kbnown for years that an enemy could launch an ICBM at New York. We have even tested the effects to determine what kind of damage we might expect from such an attack. And despite the damage to life and property being absolutly horrific, we could not prevent such an attack even if it were pre-announced several weeks in advance.
So if President Splinx were told that a nuclear attack on New York could be expected in the next two weeks, and there is a possibility that Al Quadia is working with some nuclear power but it is unclear which nation: It could be Russia, Ukaraine, Turministan, Pakistan, Chana, even Iraq...We're just not sure...But it is a credible threat... what would you do to prevent it Mr. President?
