"The German embassy has decided to raise the security level for the week leading to the first anniversary of September 11 and the death of Masood," said Maj. Steve Odell, spokesman of the 5,000-strong International Security Assistance Force, or ISAF. "I think that most of the embassies will be doing the same thing," he added.

The German embassy in Kabul tightened security Tuesday and state-run Kabul television said police had defused a small time bomb at a bus stop in west Kabul's fifth district.
"The time bomb was set to go off at 11 a.m. (2:30 AM EDT / 06:30 GMT)," Kabul TV said. It did not say how police detected its presence.
Concern about security in the capital has increased because of a series of small explosions in recent weeks, the worst of them a blast in southwest Kabul Sunday which killed an Afghan man and injured a British peacekeeper and two other people.
The German embassy, in a different part of town from the defused bomb, tightened its security Tuesday ahead of two key anniversaries in the coming days.
