Of course at the time Hussein was referring to the place as Iraq's 19th province. Oil-rich, and basically weaponless -- and under the control of hostile Iraqi forces -- I could just see the dollar signs clicking up in the President's eyes. We captured Kuwait -- then turned it over to the rich snobs who had it before the Persian Gulf War.
