The ID cards should be issued at government expense (yes, I know -- you and me) if they are to be used to vote. No poll tax of any kind!!!
And, for our rural poor, there could be rolling ID-cardmobiles that visit the local polling places on a regular rotating schedule, as well as permanent facilities in district centers. No one can be disenfranchised because they had no opportunity to register.
