There are a lot of folks who stand to loose $$$ in the short term with Saddam toppled. Several European powers could be funding him. He could have come to an arrangement with his friends in Iraq. (a likely scenario) and he simply is spouting poorly crafted propaganda.

Your quote shows just how poor it is. I would almost suspect him of being on our payroll (one of many bizarre scenarios), to make it look like he was on theirs, but flub it up and actually condemn the Iraqis even more.
