I think Ritter is representing himself and not working for any other government. It appears the FBI and possibly the CIA have been playing games with him through his wife's nationality, security clearances, etc. This has seriously pissed Ritter off. Despite this I think Ritter is still loyal to the U.S. but is getting back at people within the U.S. intelligence community who opted to play hardball with him. Unless there is someone on the inside of the U.S. executive (Powell?) who has assured Ritter that he'll be protected, it is probably a safe bet that Ritter is in over his head. A wiser man would keep his mouth shut and fade into the background noise (probably not the mind set of a gungho ex-Marine officer / alpha-dog UN weapons inspector).
