for action called for liberating Kuwait, not deposing Saddam. Bush (41) had no authorization to remove Saddam, no matter how good an idea it would've been at the time. Had he attempted to do so and ran into problems, he could possibly have been impeached for exceeding the Congressional authorization for the use of force.
