Why buy when you can steal? And can't buy. But can steal.

Less overhead.

GHWB took the Gulf War so personally, and developed such a hate for Saddam, who outlasted him and Thatcher, that he lost all objectivity.

That war, by the way, cost the US billions and billions of dollars in bribes to the various parts of the UN who participated.

In the anger which was that mess, the sanctions were imposed by the UN and the US got stuck with them.

So, he has to steal it. And he has to maneuver to keep the UN out, because then he either couldn't keep the spoils or would have to share too many of them. If it's a UN action, you can bet American troops will occupy the oil fields.

'Cause you see, Bush has won his legitimate goals. Saddam is terrified, has capitulated. He hasn't attacked any American interests since Bush have him the legal means to do it with his bluster.

Saddam has "come to Jesus", as we say. I think from time to time he will have to be reminded that the bullet he dodged is still out there, but it's over.

IF the goal is disarming Iraq.
