I don't think she's going to run in 2004.

I think she'll only run when she has a better chance of winning.

Of course, she might be afraid that Gulianni is going to run against her for the Senate seat in 2006...And if he were to beat her in 2006, then her political career might be over...So maybe she will decide to run in 2004.
