Hi Dan,
A 13 year old boy being dropped off to school? A 72 year old guy standing on a street corner? A woman at a gas station?
These are not challenging targets and there would be no satisfaction for some highly trained sniper team.
These are stereotypical American cross-sections, we are seeing. I wasn't too sure until the last two.
A militia or disgruntled military would be targeting "authority" figures. The Oklahoma Federal Building was a symbol of authority. A 13 year old kid is not an authority symbol - it is an American component of life. And if they did decide to target kids, they would likely be the kids of authority figures.
Sniper and target training was surely available at the training camps - some of the camps training being augmented here in America where Al-qaeda folks participated in publicly available "survival and shooting" courses.
If I were to give odds I would give 10:1 that it is a terrorist cell, killing on the cheap, in a manner that creates the most terror for the buck.
