I don't care how they catch them, as long as it's soon.
This type of random insanity really gets me mad. What in god's name is the point in doing something like this? These people are just going about their lives doing no harm to anyone else. You shouldn't have to worry about being shot while buying groceries or getting gas.
These sickos need to be dealt with swiftly and extremely harshly. I would support torture for such individuals. A steel brush and a spray bottle of ammonia come to mind.
