And it is ridiculous to expect any country to include occupation by a foreign army as a part of inspections. The inspectors could be accompanied by armed people, and if they ran into "reluctance" armed force could be necessary. So, having armies and air forces with "free and unfettered access" to a country isn't necessary, nor is it reasonable.

Especially foreign armies with no compunctions about shooting up civilians. That includes the US and Israeli forces these days.
