My question is rhetorical. No one with good sense makes agreements with a communist/totalitarian state unless there's a gun to their head. These governments are founded upon the "Big Lie". What's the point in trusting them? I remember people going on about that treaty the U.S made with the Soviets banning biological weapons. It was considered the supreme success story for disarmament through diplomacy. As we now all know, Soviet biological warfare development went into high gear as soon as the treaty was signed. They reasoned (correctly) that our agreeing to the treaty had handed them a tactical advantage which they immediately exploited. These guys are bad. By definition, they should never be trusted.
