This is a seasoned vet, considering the seasoning is the shooting going on in the DC area. Probably couldn't hit the side of a barn from the inside. This is a crank-punk who, due to personal inadequacies -- mostly mental -- has some axe to grind against normal, successful humans.

You can paint the shooter any way you like, but it remains a space-case, with limited ability,
