The alert should go out toward the close of the assault. There is no reason to allow more info out too soon than is needed. You have no idea who all will be notified of the pending assault, and no idea who they will tell, and if your planned assault is unexpectedly postponed, even for 15 minutes, too much data is now in the hands of too many people, with potential for radio broadcast.
