Obviously, the Russians were trying very much to help the hostages.
Someone, highly placed, however, knew that they were going to use that gas and yet, no hospital, no doctor was prepared to get the victims in their emergency rooms with the proper kind of knowledge of what intoxicated them and thus its treatment.
I've read the use of the word "WMD" for even chemical weapons, so....
