Seoul is about a 2-3 minute, low-altitude bomber-run from the DMZ. Missile defense in S. Korea against N. Korean incursion would be completely wasted funding. Having the U.S.-led (again) U.N. forces in the neighborhood, however, has been deterrent enough to set the Northern minds that be to thoughts of a long-range retaliation of monstrous proportions, particularly since the fall of the U.S.S.R., and current shaky ties with China.
