Don't know exactly what you're driving at, but improved living conditions and prosperity almost always result in a major slowing of birth rates in most countries.
I believe that if freedom and prosperity are brought to Third World nations, the population explosion will take care of itself, and by a lowered birth rate, not disease and death.
