Oh, I'm sure it's already FUNDED by DARPA and that plans are underway to start injecting people.
I think they'll start with inmates. Then the elderly. Then request that babies or young schoolchildren get them to "protect them" from the deviants in society.
Then they'll come after the adults.
The INS will pick up the immigrants, but mainstream America might be harder to catch.......they'd like have to offer them a tax break, free air miles or a credit card with $200 cash back.
